NJ grand jury won't indict tanning mom

The New Jersey woman whose deeply bronzed complexion made her a national punchline after she was charged with putting her 5-year-old daughter in a tanning bed has been cleared of criminal charges.

A grand jury refused to indict Patricia Krentcil on a child-endangerment charge for allegedly violating a state law that bans children from using tanning salons, NBC New York reported Tuesday.

Krentcil, of Nutley, N.J., was arrested after her daughter appeared in school with burns on her legs last April. Her mother said they were from swimming outside and that she never put the child in a tanning bed.

After she was first arrested, Krentcil told NBC New York that she treated her tanning salon trips as an errand in which she brings along her daughter, but insisted the booth lights were never exposed to the girl.

"It's like taking your daughter to go food shopping," she said. "There's tons of moms that bring their children in ...?

"I tan, she doesn't tan," she continued. "I'm in the booth, she's in the room. That's all there is to it."

It's against the law in New Jersey for any child under 14-year-old to use an artificial tanning booth.

?We presented all the available evidence in the case to the grand jury, both the state?s evidence and the defense?s evidence,? said Assistant Essex County Prosecutor Gina Iosim. ?The grand jurors voted not to indict Mrs. Krentcil. We respect their decision."

Krentcil, 44, has admitted she went overboard with the ultraviolet rays that gave her a skin tone some likened to a roasted nut and made her the target of standup comics and late-night monologues.

She even took up a magazine's offer to stay away from the salons for a month and emerged looking much healthier, but complaining she felt "weird and pale."

More recently, she told the New York Daily News she was contemplating a move to overcast London, but denied it was because she had been banned by local tanning salons who considered her bad for business.

Susan Buchanan: New Orleans Considers Tearing Down Claiborne Expressway

New Orleans officials hope to move residents toward a consensus this spring about whether to remove or keep the 1960s-era Claiborne expressway that destroyed African American neighborhoods in Treme, the Seventh Ward and vicinity.

Last week, Peter Park, a Denver-based city planner who oversaw the tear-down of Milwaukee's freeway, advised New Orleanians to "get involved in the Claiborne corridor study and own the plan. This isn't a government project, it's a people project." Park, a Harvard University 2012 Loeb fellow, spoke to a packed room at the Sojourner Truth Neighborhood Center in New Orleans on Feb. 20. He was joined by John Norquist, president of the Congress for the New Urbanism in San Francisco and a former Milwaukee mayor.

The New Orleans study, funded with $2 million in planning grants from the U.S. Dept. of Housing and Urban Development and the Dept of Transportation and more from local nonprofits and the city, is mulling what to do with the overpass.

Flozell Daniels, Jr., president of the Foundation for Louisiana and chair of the Livable Claiborne Communities project, spoke last Wednesday about the city's study--which he noted will make recommendations on land use and transportation for the stretch of Claiborne between Napoleon Ave. and Elysian Fields.

Late last year, over 400 residents attended workshops held across town by Mayor Mitch Landrieu's
Office of Place Based Planning. Locals grouped by tables pored over maps and identified issues they want the Claiborne project to address. Daniels said items topping that collective list so far are blight reduction, affordable housing, jobs, opportunities for small businesses, access to fresh food and preservation of local culture. He said ways to redevelop Claiborne are still being assessed and urged residents to attend the city's next workshops in mid-March.

According to the city, the Claiborne study will help communities improve transit; connect housing to jobs, schools and healthcare; promote livability through economic development; and manage water and soil.

Views from residents in public meetings from last fall to March 2013 will be compiled this spring for a presentation by the city in June. After that, scenarios for Claiborne will be evaluated under the more than 40-year-old National Environmental Policy Act or NEPA, approved by Congress. "A preferred alternative" for Claiborne will be identified this summer, according to the city.

Meanwhile, a trend to remove urban highways has been under way for awhile. Park said to connect neighborhoods, Milwaukee tore down its Park East Freeway in 2002 and replaced it with public stairways, pedestrian bridges and parks, mixed-income housing, and commercial and retail spaces.

Norquist pointed to recent success in Seoul, South Korea, where the mayor demolished a freeway in 2011 and developed parks in a move so popular that he was then elected the nation's president. San Francisco, Seattle, Portland, New York City and Buffalo, along with Paris, France and other cities in the U.S., Europe and Asia, have all removed freeways.

So what's wrong with urban highways? Built forty to fifty years ago, U.S. expressways are decaying now and need to be replaced or removed, Park said. "They're not Roman aqueducts," he said. "At some point, they'll come down." Park said urban freeways do more harm than good. Fifty years ago, the idea was to use them to connect cities. "They were going to be built to the outskirts of town, and from there traffic would be funneled into a network of urban streets," he explained. Instead, many were constructed across town, disrupting neighborhoods.

Park said freeways work best at off-peak times. During rush hour, they siphon traffic along an artery and become clogged. Commuters get backed up after an accident and can be stranded for an hour or so. A more effective approach is a sturdy street network, on which drives to work may take a bit longer but little time is wasted in big traffic jams.

He said many city residents falsely believe that an urban freeway gives them greater mobility. Based on that thinking, taxpayer money has been spent on adding lanes to freeways that don't ease congestion in the long run.

Park also noted that urban freeways have reduced adjacent property values, and he questioned whether tax dollars should be spent on projects that hurt home and business owners.

As for businesses, their support in removing a freeway can be instrumental to a tear-down, Norquist said. When the city of Milwaukee wanted to remove the Park East Freeway, Wisconsin Governor Tommy Thompson wasn't keen on the idea but changed his mind after Harley-Davidson, based in Milwaukee, said if the highway were gone, the company would build a museum in the revitalized area.

Also speaking at the Sojourner Center on Feb. 20 was Ellen Lee, senior vice president at the Greater New Orleans Foundation. She grew up in Treme near the expressway, and her mother still lives there. Lee said the Claiborne project is expected to address income levels in the area, and noted "President Obama says working families shouldn't be living in poverty." She's optimistic that the adjacent BioDistrict of New Orleans, where two hospitals are under construction now, will create good jobs.

As of last summer, 27 percent of the city's residents lived in poverty, well above the national average of 15 percent, according to the New Orleans Community Data Center.

On the technical side, Park said studies and urban plans are two different animals. "Studies are done to analyze while plans are a statement of what we want something to be," he said. And he cited a city planner's credo, saying "to plan is human, to implement is divine." If that sounds familiar, it's a variation on a biblical teaching that humans are implements of a divine plan.

As for New Orleans, Park said the city impressed the world with its resilience after Katrina and can be a role model for other urban areas if it revives the Claiborne corridor.

The Feb. 20 event was organized by the Congress for the New Urbanism and the Claiborne Corridor Improvement Coalition, with support from the Greater New Orleans Foundation and the Ford Foundation.

The family run eaterie - an i-cone in the Borders town since opening in 1900 - was declared the best of the best at the national ice cream competition.

The winning ice cream, which was developed over six months combining traditional Italian methods passed down over the generations with a modern twist, was specially created for the competition and has never been sold to the public.

Peter Giacopazzi, who runs the restaurant with his nephew Somers, said: "The ice cream was created especially for The National Ice Cream Competition and has never been offered for sale ? now we have people clamouring to try it."

"It took us six months to perfect the recipe and it really is something special. It has a wonderful chocolate and caramel texture and rich flavours.

"We have won medals previously for our ice cream but to be judged the Best in Britain really is something special."

Zelica Carr, chief executive officer of The Ice Cream Alliance, said Giacopazzi's ice cream was outstanding.

"Giacopazzi's have beaten very strong competition with this superb ice cream and they thoroughly deserved the Champion of Champions award."

Google only just today announced their Google+ sign-in features that are opening up to app developers, but TuneIn Radio is one of the first out of the gate to implement it. Much as they were involved early on with Jelly Bean expandable notifications, the extremely popular radio streaming app is in on the ground floor with Google's latest features. 

To the user, it's exactly the same process as signing in via Twitter or Facebook, without the necessity of course to enter any login details. You choose which of your Google accounts you wish to sign-in with, and that's it. You're also presented with a check box allowing you to restrict who has access to content you share on Google+ -- although sharing something only you can see does seem a little, well, pointless. 

Google+ sign in isn't the only new feature in this update either. TuneIn Radio will now integrate with your calendar, so if you don't want to forget about that big soccer football game coming up, tapping the 'add to calendar' button will produce a handy reminder when the program is about to begin. Additionally, Chevrolet drivers with the MyLink functionality can now access TuneIn Radio directly from the car. LG aims to raise smartphone sales by 52 percent

(AP) ? LG Electronics Inc. is aiming to raise its smartphone sales by more than half this year as it makes a shift from basic phones to high-end devices after lagging competitors for several years.

The South Korean company aims to sell more than 40 million smartphones in 2013, it said in a statement on Monday. LG shipped 26.3 million smartphones in 2012, fewer than HTC Corp. and Research In Motion Ltd. which each shipped more than 32 million smartphones.

To meet the sales goal, LG will release handsets in all price ranges from high-tier to affordable models and go all out in both developed and emerging markets.

"We aim to improve profitability and also to become a top-tier smartphone brand," Park Jong-seok, head of LG's mobile phone business, told reporters at a mobile industry fair in Barcelona, according to the statement.

LG faces similar challenges to other second-tier smartphone vendors. They are squeezed by the two smartphone giants ? Samsung Electronics Co. and Apple Inc. ? that are dominating most of the profit in the smartphone industry and also by Chinese makers that are expanding in the smartphone markets of fast-growing emerging countries.

But LG hopes to make its Optimus brand stand out by drawing on technologies from other parts of the LG empire. The company is the largest shareholder in LG Display Co. and has collaborated with other LG affiliates on batteries and cameras.

LG was the world's third-largest maker of cellphones in 2009 but was caught off guard by the popularity of smartphones. In the fourth quarter of 2012, LG sold fewer phones than Chinese rivals Huawei Technologies Ltd. and ZTE Corp., which are expanding shipments of their cheaper smartphones.

Its mobile communications division was profitable for the first time in three years last year as it moved its focus from basic phones to lucrative smartphones.

AirWatch Gets $200 Million Series A Funding

airwatch logoMobile device management startup AirWatch has raised a massive series A round of $200 million, led by Insight Venture Partners. The startup competes with others such as Good Technology and SAP?s Afaria in the mobile device management space. This rides the current ?bring your own device? (BYOD) trend, where companies are supporting employee-owned devices such as smartphones and laptops in the workplace. The entrance of new and varied devices into the enterprise can be a mess to manage for companies in terms of plugging the security holes created by the devices accessing the company network. Mobile device management companies come in to help that process, and many also promise to harmonize the implementation of internal software on employee devices across the various platforms they run on. The investment in AirWatch is the biggest in an enterprise company so far this year, according to Business Insider. So far, AirWatch has been bootstrapped by founders John Marshall and Alan Dabbiere since its launch in 2003. It has about 6,000 customers, and said it adds about 500 new ones each month. These include Lowe?s, Toyota, and United and Delta Airlines.

Alcatel converted its One Touch Idol line from a duo to a trio with today's launch of yet another set at Mobile World Congress: the Idol X. While not quite as thin as its 6.45mm-thin Idol Ultra sibling, at 7mm thick with a tiny 2.4mm bezel it is definitely is about as small as a 5" set can get. The Idol X's giant 1080p IPS display is fantastic to look at and Jelly Bean is snappy driven by a quad core MediaTek MT6589 1.2GHz CPU. Like many of Alcatel's other sets the range of config option varies by market and the same is true here as we'll see both 13 and 8-megapixel variants -- both with 1080p front facing cameras -- and dual or single-SIM, with the single variety getting a bonus microSD slot. While the Idol X is not equipped with LTE it does have 42Mbps HSPA+ connectivity, quad-band GSM and offers dual-band UMTS in both 900MHz / 2100MHz or 850MHz / 2100MHz frequencies.

Alcatel's all about mass market, it isn't chasing the likes of Apple or Samsung but rather is quite happy to simply make "devices for people." So while 2012 marked its first foray into smartphones, judging by what we've seen so far in 2013 from them it seems they've nailed affordability while maintaining a surprising amount of quality, a great combination. An updated, larger Galaxy Note from Samsung was inevitable. Given the undeniable popularity of mid-size tablets (see: Apple iPad mini), it's no surprise the Korean electronics giant would want to strengthen its foothold in a category it helped create. It was just three short years ago that Samsung introduced the Galaxy Tab and now, three Notes later, it's ready to perfect the one-handed experience. With this new Note, the company's culled the best of what's around its Galaxy into an 8-inch form factor, housing a 1,280 x 800 TFT display, Exynos 4 Quad with 2GB RAM (clocked at 1.6GHz), TouchWiz-skinned Android Jelly Bean 4.1.2 OS, S Pen (and suite of associated apps), as well as radios for HSPA+ and WiFi into that familiar, lightweight plastic body.

But that extra inch alone isn't the Galaxy Note 8.0's main attraction. Samsung's wisely made use of the additional screen real estate to bundle two extra features. Building upon market research that indicates over 80-percent of tablet use takes place within the living room, the company's partnered with Peel for its Smart Remote app, a visual programming guide with remote control functions baked-in that comes pre-loaded on the tab. And, in keeping with its portrait oriented design, the Note 8.0 also incorporates what the company calls "reading mode," effectively optimizing the slate's display for comfortable e-book use.

Underlying mechanisms behind chronic inflammation-associated diseases revealed

Feb. 22, 2013 ? Inflammatory response plays a major role in both health protection and disease generation. While the symptoms of disease-related inflammatory response have been know, scientists have not understood the mechanisms that underlie it.

In a paper published Feb. 21 in Cell Reports, a team lead by Xian Chen, associate professor of biochemistry and biophysics and member of the UNC Lineberger Comprehensive Cancer Center, mapped the complex interactions of proteins that control inflammation at the molecular level.

The inflammatory response acts as a first line of defense for the immune system. Cytokines are generated to contain infection, preventing the occurrence or spread of diseases, including cancerous tumors. An overproduction or underproduction of these cytokines during disease-related inflammatory responses can lead to a variety of disease such as arthritis, asthma and some kinds of cancer.

The team found that chronic inflammatory response is mediated by the interaction of the protein phosphatase PP2Ac and an adaptor protein of Toll-like receptors (TLRs) MyD88 in a type of the immune cells (macrophages) showing tolerance to persistent stimulation of endotoxin (LPS).

Within endotoxin-tolerized macrophages, "PP2Ac is constitutively activated and operates on a switch that exists to convert pro-inflammatory MyD88 to immunosuppressant MyD88," said Chen.

Studying interactions of the protein network that underlies inflammation, the research team found that PP2Ac disrupts the pro-inflammatory signaling pathway mediated by the complex of MyD88 and TLR4. As a result of this disruption, both constitutively active PP2Ac and MyD88 move within the cellular nucleus, where they bound with the epigenetic machinery and alter the chromatin structure of a class of pro-inflammatory genes that leads to the silencing of this class of the genes.

"In the nucleus, in a MyD88-dependent way constitutively active PP2Ac reprograms the epigenetic machinery," said Chen.

With the discovery of PP2Ac behavior, Chen's research establishes a previously unknown link between cellular signaling and epigenetic regulation, which affects the genetic blueprint of inflammation. By mapping out the signaling pathway, as well the epigenetic machinery targeted by abnormally activated PP2Ac within the cells under chronic inflammation, the research identifies potential targets of immunomodulation for future therapies for inflammation-related disorders and cancers.

"Not only did we identify individual targets, but we also identified those interconnected targets in networks of dynamic protein interactions. That will set up the base for future network medicine, as targets on single genes and targets can have off-target side effects. To increase the precision of the drug targets, we reveal individual proteins but also their interactions as targets," said Chen.

Park faces North Korea nuke crisis as she takes office as South Korea's 1st female president

SEOUL, South Korea - Even before she takes office Monday as South Korea's first female president, Park Geun-hye's campaign vow to soften Seoul's current hard-line approach to rival North Korea is being tested by Pyongyang's recent underground nuclear detonation.

Pyongyang, Washington, Beijing and Tokyo are all watching to see if Park, the daughter of a staunchly anti-communist dictator, pursues an ambitious engagement policy meant to ease five years of animosity on the divided peninsula or if she sticks with the tough stance of her fellow conservative predecessor, Lee Myung-bak.

Park's decision is important because it will likely set the tone of the larger diplomatic approach that Washington and others take in stalled efforts to persuade North Korea to give up its nuclear weapons ambitions.

It will also be complicated by North Korea's warning of unspecified "second and third measures of greater intensity," a threat that comes as Washington and others push for tightened U.N. sanctions as punishment for the Feb. 12 atomic test, the North's third since 2006.

That test is seen as another step toward North Korea's goal of building a bomb small enough to be mounted on a missile that can hit the United States. The explosion, which Pyongyang called a response to U.S. hostility, triggered global outrage.

Park has said she won't yet change her policy, which was built with the high probability of provocations from Pyongyang in mind. But some aren't sure if engagement can work, given North Korea's choice of "bombs over electricity," as American scientist Siegfried Hecker puts it.

"Normalization of relations, a peace treaty, access to energy and economic opportunities ? those things that come from choosing electricity over bombs and have the potential of lifting the North Korean people out of poverty and hardship ? will be made much more difficult, if not impossible, for at least the next five years," Hecker, a regular visitor to North Korea, said in a posting on the website of Stanford University's Center for International Security and Cooperation.

As she takes office, however, Park will be mindful that many South Koreans are frustrated at the state of inter-Korean relations after the Lee government's five-year rule, which saw two nuclear tests, three long-range rocket launches and attacks blamed on North Korea that killed 50 South Koreans in 2010.

Park's policy calls for strong defense but also for efforts to build trust through aid shipments, reconciliation talks and the resumption of some large-scale economic initiatives as progress occurs on the nuclear issue. Park has also held out the possibility of a summit with new North Korean leader Kim Jong Un.

Much is riding on Park's conclusion.

"The overall policy direction on North Korea among the U.S., Japan and South Korea will be hers to decide," said Victor Cha, a former senior Asia adviser to President George W. Bush. "If Park Geun-hye wants to contain, the U.S. will support that. But if Park Geun-hye, months down the road, wants to engage, then the U.S. will go along with that too. "

Engagement by Park would provide a sharp contrast with the rule of her father, Park Chung-hee, whose antipathy toward Pyongyang during his 18-year rule in the 1960s and `70s prompted a failed attack on the Blue House by 31 North Korean commandos in 1968. In 1974, Park's wife was shot and killed by a Japan-born Korean claiming he was acting on assassination orders by North Korea founder and then leader Kim Il Sung.

Critics say Park Geun-hye's North Korea policy lacks specifics. They also question how far she can go given her conservative base's strong anti-Pyongyang sentiments.

But Park has previously confounded ideological expectations. She travelled to Pyongyang in 2002 and held private talks with the late Kim Jong Il, the father of Kim Jong Un, and her gifts to Kim Jong Il are showcased in a museum of gifts to the North Korean leaders. During the often contentious presidential campaign, she responded to liberal criticism by reaching out to the families of victims of her father's dictatorship.

She said in her 2007 autobiography that she visited Pyongyang because she thought her painful experiences with the North made her "the one who could resolve South-North relations better than anyone else." She also wrote that Kim Jong Il apologized for the 1968 attack.

"I don't think this latest spike in the cycle of provocation and response undermines her whole platform of seeking to somehow re-engage the North," said John Delury, an analyst at Seoul's Yonsei University. North Korea wants a return of large-scale aid and investment from South Korea.

Before the election, Pyongyang's state media repeatedly questioned the sincerity of Park's engagement overture. Since the election, however, although regular criticism of Lee as "human scum" continues, the North's official Korean Central News Agency hasn't mentioned Park by name, though her political party is still condemned.

Pyongyang sees the nuclear crisis as a U.S.-North Korea issue, Delury said. "From a North Korean mindset, ramping up the tension and hostility with the U.S. does not equal jettisoning relations with the South."

Park may take a wait-and-see stance in coming months.

A possible positive turning point could come if North Korea resists tests or launches during April, when it celebrates two state anniversaries ? Kim Il Sung's birthday and the army's founding anniversary ? according to analyst Hong Hyun-ik at the private Sejong Institute in South Korea. Pyongyang conducted a failed long-range rocket launch during last year's celebrations.

Hong predicts that the United States will seek nuclear talks with North Korea in a few months, something that could help Park's efforts to engage North Korea.

"The nuclear test sets back and complicates but does not necessarily doom her engagement efforts over the long term," said Ralph Cossa, president of Pacific Forum CSIS, a Hawaii-based think tank.

Park warned after the test that North Korea faces international isolation, economic difficulties and, eventually, a collapse if it continues to build its atomic program. She also pressed Pyongyang to respond to her overtures.

"We can't achieve trust with only one side's efforts. Isn't there a saying that `We need both hands to make a clapping sound?'" she said.

2012 NCAA Hockey schedule: Ohio State hosts Michigan this weekend

Ohio State has a chance to make things interesting as it nears the end of the CCHA schedule.

The Ohio State Buckeyes host a pair of games against the scuffling Michigan Wolverines in CCHA hockey action on Friday and Saturday night at Value City Arena in Columbus, Ohio.

The Buckeyes (12-7-5-1 CCHA) enter the weekend in a fourth-place tie with Ferris State. Both teams have accumulated 42 points, and are five points back of third-place Notre Dame. Ferris State is off this weekend and will travel to Michigan to close out the season on March 1 and 2. The Buckeyes have a good chance to get four points against Michigan (7-15-2-2 CCHA), which would set up an interesting showdown against first-place Miami University next week, especially if the Redhawks don't see positive results at Lake Superior this weekend (7:35 p.m. ET Friday, 7:05 p.m. ET Saturday).

The Buckeyes and Wolverines will start at 6:35 p.m. ET on Friday, with the Big Ten Network providing TV coverage. Meanwhile the puck drops at 7:05 p.m. ET on Saturday, and the game can be found on Comcast TV in Michigan.

Elsewhere, the Bowling Green Falcons will take on Northern Michigan at BGSU Ice Arena on Friday and Saturday in a battle of teams near the bottom of the league standings. Both games will start at 7:05 p.m. ET.

CHICAGO, Feb. 21 (UPI) -- LeBron James scored 26 points and flirted with a triple-double Thursday in pushing Miami to its ninth straight win -- 86-67 over Chicago.

The Heat turned in a dominating performance, shooting 51 percent from the field and forcing 27 turnovers. The 67 points were the fewest the Bulls have scored this season.

James grabbed 12 rebounds and had seven assists to keep Miami's longest winning streak of the campaign going.

Dwyane Wade added 17 points and eight rebounds for Miami. The Heat scored 13 straight points in the second period en route to a 45-35 halftime lead.

Nate Robinson led the Bulls with 14 points and Carlos Boozer had 12.

Chicago defeated Miami in their first meeting last month. Miami won despite scoring fewer than 100 points for the first time in seven games.

Interactive Tablet Advertisements: Business Development or ...

Pitching marketing teams on the benefits of interactive tablet advertisements often leaves me with this nagging feeling that I?ve been talking to the wrong people. Marketing professionals are quick to assess tablet advertisements according to the same analysis they might otherwise apply to print advertisements, and in doing so miss the most important point of all: tablet advertisements are not instruments designed to promote a future sale- they are e-commerce platforms unto themselves. The idea of advertisements as self-monetizing assets presents a platform for analysis that would require a level of scrutiny that is often beyond the considerations of a marketing department. ?Here?s why:

The traditional value scheme associated with print advertisements is anchored in the notion that time spent within an advertisement will result in ad memory, which will translate into ad activation. Companies go to great lengths to prolong the amount of time spent within their print advertisements. They abandoned black and white images for color. They include clever slogans and photos. They apply high gloss finishes, print on unique papers, offer scratch and sniff interactive features- all with the intent of catching your attention, getting you to remember something, and increasing the likelihood of a purchase down the line. This is a fundamental pillar of print advertising and the essential lifeline of most print publications.

Then comes the tablet asset, which is really more of a pop-up store within a publication than it is advertisement. Rather than printing photos using a CMYK color palate, these advertisements are suffused with millions of colors, and often accented by backlit retina display. They are animated, include video and scrollable text frames, utilize interactive display functions, and provide a platform for multiple photo galleries within a single page. Finally, they are shopable. By linking these 360 branding experiences to e-commerce platforms, brands may now skip the middle man that is ?ad activation?, and can direct traffic directly to a point of sale. ?This is not an advertisement. This is a storefront, and it deserves the attention of anyone who might otherwise analyze the potential for returns on such an investment. This kind of thing should land on the desk of a VP of business development, with bus dev budgets at play. It should not fall within the purse or purview of a junior marketing associate.

So when consulting with big brands, and talking CRMs and circulation and added value and all of the other fun topics associated with ad sales, I often pack up my ipad a little more convinced that I?d be doing a whole lot more business were it not for the now antiquated infrastructure of traditional ad buys. The playing field has shifted, and its companies like mine, and I would imagine many others out there, that strive to educated marketing teams beyond the capacities of their own departments such that business might be conducted, literally pushing the industry forward against about a hundred and fifty years worth of foundational knowledge and corporate asset allocation.

So how do we break past the marketing teams? Further, if I were a senior strategist advising both bus dev and ad sales, could I rationally broker a dual-budgetary purchase of native in-design files with no sense of context or placement? Who will advise me on how and when to use my tablet asset, and where will I get the money to place it in the high value publications? What if the submission specifications between competing interactive publications are not yet harmonized? Who will adapt my files for submission? ?Is it really worth the trouble?

With all these considerations, the business of interactive asset development is without a doubt one of the more interesting and entirely unexpected challenges that interactive tablet publications have afforded us.

Panetta: Defense furloughs would be 'disruptive and damaging'

Defense Secretary Leon?Panetta formally notified?Congress?on Wednesday that the?Pentagon?plans to put civilian defense employees on unpaid leave this year if $46 billion in across-the-board?U.S. government?spending cuts take effect on March 1.

The announcement of congressional notification begins a 45-day process that could ultimately lead to 22 days of unpaid leave for most of the department's 800,000 civilian employees around the globe.

In a letter released by?House of Representatives?Speaker?John Boehner, Panetta?said the furloughs would be "disruptive and damaging" to the?Pentagon's defense mission, but there were no "viable alternatives" to reduce spending if the budget cuts occur.

President?Barack Obama?has been sounding the alarm about the impact of the $85 billion in automatic across-the-board government spending cuts due to take effect starting next month. The president turned to local television stations across the country on Wednesday to increase public pressure on congressional Republicans to avert the cuts.

In addition, Secretary of State?John Kerry?defended U.S. foreign affairs spending against the backdrop of looming cuts, saying it protects U.S. security and creates jobs.

"Foreign assistance is not a giveaway. It's not charity. It is an investment in a strong?America?and in a free world," Kerry said at the?University of Virginia.

An administration official, who asked not to be named, said that even?White House?operations will be not spared under the cuts.

Pentagon?Comptroller?Robert Hale?said there would be "very limited exceptions" to the furloughs, including civilians in combat zones, foreign civilians at overseas bases, some police and healthcare workers and political appointees exempted by law.

Hale declined to estimate what percentage of the civilian workers were likely to be furloughed but said it would be more than half. Another defense official said, "we expect more than 80 percent to be furloughed."

The unpaid leave, which will essentially cut the pay of civilian employees by 20 percent, is expected to save up to $5 billion, one of many cuts required as the?Pentagon?tries to slash $46 billion in spending by the end of the year.

The across-the-board cuts, known as sequestration, are due to take effect on March 1 unless?Congress?decides to delay them. They were mandated by the Budget Control Act of 2011 because lawmakers and the?White House?failed to reach a compromise on alternative spending reductions.

The?Defense Department, which had warned for weeks about the furlough plan, has imposed a hiring freeze on civilian personnel and ordered the termination of many of its 46,000 temporary and contract workers. Officials said about 6,000 had already been laid off, with more likely to come.

Since a bipartisan group of US senators unveiled their proposal this week to resolve the status of millions of undocumented workers in the United States, and President Obama outlined a set of principles for reform, the Mexican government has stayed quietly out of the fray ??sparking questions here about what, if any, role?Mexico?should play.

Mexico has more at stake than many other nations whose people leave for US shores: Fully 10 percent of the Mexican population resides in the US. Sixty percent of the 11.1 million unauthorized immigrants living and working in the US are Mexican, according to Pew Hispanic Center.

?The current Mexican government of Enrique Pe?a Nieto has been very careful to say that they are not going to interfere in the domestic decisions of the US,? says Jesus Velasco, a political science professor at Tarleton State University in Texas. ?It?s silly. The American political system permits that the interests of foreign countries should be represented here.?

Mr. Velasco cited the effective lobbying by the Mexican government on NAFTA in the 1990s. But immigration has been a stickier issue.

Immigration was once the central theme of the bilateral relationship. A decade ago, former Mexican President Vicente Fox met with President George W. Bush five times in nine months to discuss the issue and in an address to Congress boldly requested action before the end of the year. That was in 2001, just days before the Sept. 11 attacks. The agenda quickly fell apart.

Former President Felipe Calder?n wiped immigration off the slate in 2006 and retrained the focus of the US-Mexico relationship on security. Today, six years later, Mr. Pe?a Nieto appears poised to do the same.

So far the only public comment on the proposals has come from the Mexican ministry of foreign affairs, which said in a brief statement that it ?recognizes the commitment demonstrated by an ever larger number of parties? on the issue but noted that reform is an ?internal matter? for the US federal government.

Work to do at home

Mexico?s real work today ??given that net emigration from Mexico to the US fell to zero in the past year ??lies not in promoting reform in the US but in ensuring economic opportunity for people here, says Antonio de la Cuesta, a senior political analyst with Mexico City-based think tank CIDAC.

?The focus has been wrong,? he says. ?Mexico waits for the US to do everything. It?s about both countries [taking action].?

Roughly half of Mexicans live below the poverty line, according to the United Nations. Last year, Mexico?s social development agency reported the number of Mexicans living in extreme poverty at 13 million.

Mexican immigration to the US may have slowed because of the recession in the US and increased enforcement at the border, but the conditions that have historically driven people north haven?t yet changed. For many Mexicans, a daily wage here amounts to less than the hourly wage in the US.

There are consequences for Mexico, too, in whatever the US decides, says Mr. De la Cuesta. For example, he asks, would Mexicans living in the US bring additional family members north, and stop sending the remittances that rank among the country?s top three income sources?

Mexico needs a ?complementary? proposal, he says: solutions for poverty.

?Mexico has a lot to say in this respect,? he says, ?and no reason to interfere.?
