IndyStar reports sales of homes in the greater Indianapolis area hit 2,307 in October, a 33 percent increase over the 1,735 homes sold in Oct. 2011. While sales jumped 24 percent in Indianapolis? Marion County, neighboring Boone County saw a 49 percent spike, while Hamilton County, the wealthy suburb to the north experienced a 46 percent growth. Sales were up 31 percent in Hendricks County and 9.5 percent in Johnson County. According to the Metropolitan Indianapolis Board of Realtors (MIBOR), the median price of homes sold in the metro area increased two percent over last Oct. to $126,211. MARANELLO, Italy (AP) ? Ferrari is considering an appeal that could put Sebastian Vettel's Formula One title at risk.
Video from Sunday's season-ending Brazilian Grand Prix appears to show that Vettel passed a Toro Rosso car while a yellow caution light was lit. If a rules breach is proven, Vettel could be hit with a 20-second penalty, which would move him from sixth to eighth place in the race and give Ferrari driver Fernando Alonso the F1 title by one point.
"We're looking at the video. We have until tomorrow to file an appeal," Ferrari spokesman Luca Colajanni told The Associated Press on Thursday.
One of the videos was taken from a camera on Vettel's Red Bull car.
Vettel won the title by three points over Alonso, who finished second in the race.
Vettel appeared to be in big trouble when he was bumped shortly after the start of the race and spun. He dropped to last place before he could turn his car around and begin chasing the leaders, managing to work his way up the field despite a slightly damaged car and no radio communication.
It was during Vettel's climb back through the field that the alleged illegal overtake of the Toro Rosso car occurred.
With the title, the 25-year-old Vettel became F1's youngest three-time champion.
If Alonso gets the title, he would become a three-time champion.
Ferrari has until Friday to lodge an appeal.

ADD is often accompanied by a coexisting condition. On the other hand, often ADD and these other conditions have similar symptoms and, therefore, are easily misdiagnosed. Of course, this creates a plethora of problems as these disorders, when separate, must be treated differently. A misdiagnosis will lead to ineffective treatment. As coexisting conditions, these are especially of concern, because they increase the severity of many of the symptoms of ADD, as well as the negative impact on those that suffer them. One such condition is Oppositional Defiant Disorder or Conduct Disorder. Children with this disorder tend to be very aggressive and defiant. They usually lose their tempers very easily and challenge authority figures. This is the most easily diagnosable behaviors, as teachers and parents become aware of this conduct quickly and seek treatment almost immediately. This particular disorder is common in children that are the hyperactive/impulsive type of ADD and occurs in 35% of children with ADD. This coexisting condition makes it much more likely that these sufferers will get in legal trouble as they age due to their authoritative defiance.
Many children that have ADD also suffer from mood disorders and/or depression. The complication associated with this coexisting condition is the increased likelihood of suicide common during teen years. 18% of ADD children also suffer from some type of mood disorder, and is it more likely to occur within the inattentive type of ADD. This is often not as easily diagnosed as compared to other conditions. Children with mood disorders as a coexisting condition must be treated with different medication than typical ADD treatment; therefore, such therapy may be more difficult. Also a concern is anxiety disorders among ADD sufferers, which constitutes roughly 25% of those with ADD. Traits common of Anxiety Disorders are fear, panic, and worry, which may necessitate medication and/or counseling. As with mood disorders, combined treatment make therapy more complex and arduous. Learning Disabilities are also conditions common with children that have ADD. While ADD, in itself, is not a learning disability, it can make it extremely difficult for children to perform well in school. If coupled with a learning disability, it makes it considerably more challenging for children to grasp academic concepts and utilize such knowledge. For the most part, coexisting conditions make treatment more difficult and the side effects of both disorders more severe. The typical signs and symptoms of ADD are difficult enough to deal with, but with more intense severity, it often makes side effects deadly or incredibly negatively life altering. When lunar colonists need a new tool or replacement part to fix a broken spacecraft leg, all they?ll need to do is scoop up some moon rocks and feed them into a 3-D printer, suggests a new proof-of-concept study.
The ability to use material already on the moon to build things and fix equipment could save earthlings a bundle of money in fuel costs since they won?t have to haul everything they need to their lunar outposts.
To see if this was actually possible, NASA supplied 3-D-printer pioneers Amit Bandyopadhyay and colleagues at Washington State University with 10 pounds of simulated regolith, which is imitation moon rock.
The team fed the material to their 3-D printer, which is a high-tech machine that uses computer aided design models to print out objects in three dimensions, building them layer by layer. They were able to melt the moon material and print basic cylinder shapes with it. You can check it out in the video below.
?The other option is we can actually weld a joint using local material,? Bandyopadhyay told NBC News. This could come in handy, for example, in repairing highly?engineered alloys in a spacecraft, for example.
Going forward, the team aims to examine the properties of the lunar materials to determine the structural integrity of the objects printed.?
?You may have a good-looking piece in your hand but good for nothing in terms of properties, or you can print something so that it can be functionally useful,? Bandyopadhyay said.
It may turn out that moon colonists will need to bring some additives from Earth to mix with?the moon material in order to build certain items, but the study shows we won?t ?have to carry everything from here up there,? he added.
As for when we might actually be going up there and putting our 3-D printers to use, Bandyopadhyay notes that could still be some time in far distant future. Sometimes, though, that?s not the point of science project, he added.
?Sometimes we do things because we enjoy doing it.?

The ABA Journal has named this little corner of cyberspace, once again, to its annual collection of the 100 ?best? law blogs in the country. Yes, of course ?best? is in quotes, given that the apples to oranges comparisons are so highly subjective
And then the ABA went one step further and inducted me into its brand new Hall of Fame, along with nine others. While I?m flattered to be thought of, I?m also a bit embarrassed.
You see this blog hasn?t really seen a lot of posting this year, which the ABA acknowledged when it named me:
Eric Turkewitz?s blog remains a great source for news and commentary from a plaintiffs-side tort lawyer. He may not be blogging as often as in years past, but when he does, it?s worth reading. Despite the name, it?s not all personal injury law; he talks about topics as diverse as politics, long-distance running, legal outsourcing and online extortion.
Frankly, I thought the chances of this happening were somewhere around zero and sub-zero. Back in March, I knew I would slow down as I had a busy year ahead, and I assumed the ABA would be looking for some fresh blood. I even tried to help, giving yet another set of tips to aspiring bloggers?at a conference and announced a bounty on my own head:
If I persuade just one person to write a blog that addresses important legal issues, such that judges and legislators take note of it, I will be ecstatic.
And if one person in that group writes a blog that displaces me from the?ABAJournal Blawg 100, I will be deliriously ecstatic. And donate $500 to a suitable civil justice charity of his or her choice.
Thanks to the ABA, that bounty goes unclaimed.
In October, I gave some of the reasons for slowing down, and noted other things in life that take precedence. I can only write when I feel the emotion to write. I can?t, and won?t, be forced to do it, and I won?t do it when other things in life press in on me. Crap is produced when people feel like they have to write something just for the sake of it.
At the moment I?ve only skimmed this year?s subjective list, as work presses on. But the inevitable problem exists of trying to compare one blog to another to create such lists, because you can?t, for example, compare?Howard Bashman?s How Appealing aggregation of appellate decisions with the constitutional analysis of SCOTUSblog. That is just?silly. Both are meritorious, but they really can?t be compared in beauty pageant type voting (which the ABA encourages).
But the Blawg100 list does have value in that it can point readers to new blogs that they might not have noticed before, such as the Philly Law Blog ? by two young lawyers with a fearless candor, acknowledging that they are young pups that are just learning. These are the kinds of guys that mentors love, the type who ask questions, work hard and don?t try to bluff with bad answers. And from Kansas there is Eric Mayer?s Unwashed Advocate, focusing on military law. How can you not like a law blog that says this on its home page:
Do you have legal problems? Reading this blog will not help. In fact, it will probably make them worse, and it will definitely make you feel worse. You don?t want that. If you think you may need legal representation, find yourself a good lawyer?preferably one who is recommended by other lawyers.
If you want to vote in the beauty pageant ? I?m in the Torts category ? you can do so at this link. I?ve never ?won? before and I don?t expect to this time. In the past I?ve trotted out Paris Hilton to campaign for me, and it didn?t seem to help. After three tries, I?m done with Paris. As you can tell, I take this very seriously, and you can read the reason why if you want.
Now on to the Hall of Fame, leading with ?bit of history. In the first year of the ABA Blawg 100 listing, there wasn?t a single personal injury lawyer on the list. I wasn?t mad that I didn?t make it; I was ticked off that no one did. And I said so while listing many worthwhile candidates.
The Hall of Fame lists 10 blogs, and I assume more will follow in the ensuing years. The list is, of course, very subjective. The giants of the legal blogosphere are there in the form of Above the Law, Volokh Conspiracy, and SCOTUSblog. Also there are: Simple Justice, How Appealing,?Robert Ambrogi?s LawSites, Patently-O, My Shingle, Legal Profession Blog, For reasons I still haven?t figured out, they tucked me in there also. Maybe seeing my face on the side of a bus did it.
Frankly, with a list like that, I?m particularly glad that there?s no voting. Even in a beauty contest, I would hate to come in last.

ALBANY, N.Y. (AP) ? Top political leaders in New York put their heads together Monday on big requests for federal disaster aid as Gov. Andrew Cuomo announced that Superstorm Sandy ran up a bill of $32 billion in the state and the nation's largest city.
The cost is for repairs and restoration and does not include an additional accounting of over $9 billion to head off damage in the next disastrous storm, including steps to protect the power grid and cellphone network.
"It's common sense; it's intelligent," Cuomo said. "Why don't you spend some money now to save money in the future? And that's what prevention and mitigation is."
New York Mayor Michael Bloomberg had announced earlier in the day that Sandy caused $19 billion in losses in New York City ? part of the $32 billion estimate Cuomo used.
New York taxpayers, Cuomo said, can't foot the bill.
"It would incapacitate the state. ... Tax increases are always a last, last, last resort."
Cuomo met with New York's congressional delegation to discuss the new figures and present "less than a wish list." The delegation, Cuomo and Bloomberg will now draw up a request for federal disaster aid.
States typically get 75 percent reimbursement for the cost of governments to restore mass transit and other services after a disaster.
The most basic recovery costs for roads, water systems, schools, parks, individual assistance and more total $15 billion in New York City; $7 billion for state agencies; $6.6 billion in Nassau County and $1.7 billion in Suffolk County, both on suburban Long Island; and $527 million in Westchester County and $143 million in Rockland County, both north of New York City, according to a state document used in the private briefing of the delegation and obtained by The Associated Press.
Hard times were already facing the state and city governments that were staring at deficits of more than $1 billion before Sandy hit in late October. State tax receipts have also missed projections, showing a continued slow recovery from a recession that could hit taxpayers in the governments' budgets this spring. And there's the looming fiscal cliff, the combination of expiring federal tax cuts and major spending cuts that could rattle the economy.
"Make no mistake, this will not be an easy task, particularly given the impending fiscal cliff, and a Congress that has been much less friendly to disaster relief than in the past," Schumer said. "We will work with the (Obama) administration on supplemental legislation, to be introduced in the upcoming December session of Congress, that will set us on the road to meeting New York's needs. This will be an effort that lasts not weeks, but many months, and we will not rest until the federal response meets New York's deep and extensive needs."
Rep. Peter King, a Long Island Republican who, like Schumer, is a powerful member of his chamber, said he is seeking cooperation from House leaders to find enough disaster aid.
"It really is survival," King said. "This is an emergency. This should be separate of all the debate about the fiscal cliff and everything else."
The Cuomo administration has gained the public support of President Barack Obama and FEMA in New York's proposal for full reimbursement for storm damage, but state officials have privately worried about how much the state can get now.
In the city, Bloomberg is asking federal lawmakers to put up nearly $10 billion to reimburse government agencies and private businesses. That would be additional funding on an expedited basis over the $5.4 billion in standard disaster aid that the city projects it will receive from the Federal Emergency Management Agency.
That FEMA money and private insurance won't cover all the public and private expenses from the storm, which included damaged streets and restaurants closed because of flooding, Bloomberg said.
"While the impact of the storm will be felt for some time and the challenges are great, I am confident that the city will rebound and emerge stronger than ever," Bloomberg wrote to the congressional delegation.
Reinsurance company Swiss Re showed the extent of private sector pain. It estimates that claims stemming from Sandy will cost the company about $900 million and that total losses from insured damage will be between $20 billion and $25 billion.
Reinsurance firms provide coverage to insurance companies for great losses stemming from events like natural disasters.
Other states are seeking federal assistance, too. FEMA has already paid out nearly $250 million in New Jersey, where Gov. Chris Christie says the preliminary damage estimate is $29.4 billion and could rise.

CAIRO (AP) ? Egypt's Islamist president has told the nation's top judges that he acted within his rights when he issued a series of decrees giving him sweeping powers, according to his spokesman.
That stand is likely to trigger a prolonged showdown with the opposition.
Presidential spokesman Yasser Ali told reporters Monday that Mohammed Morsi assured the judges that the decrees did not in any way "infringe" on the judiciary.
Ali's comments signaled Morsi's resolve not to back down or compromise on the steps he announced Thursday, putting himself and a body writing a new constitution above the judiciary.
Morsi's opponents and supporters plan rival rallies on Tuesday in Cairo.

COLUMBUS, Ohio -- All that separates Ohio State from a season for the ages is a contest so big that everyone simply calls it "The Game."
Just five teams in the program's 122 previous years have gone through a campaign unbeaten and untied. The Buckeyes (11-0, 7-0 Big Ten) can become the sixth Saturday when they take on archrival Michigan.
Perfection is exceedingly rare, whether for a baseball pitcher, a pearl or a college football team.
"That's the goal for every team. I mean, why not?" said former NFL and Ohio State All-American offensive lineman Jim Lachey, now a radio analyst for Buckeyes games. "Everybody dreams about that opportunity."
Since the schools officially saved the best for last and moved their biggest game to the end of the schedule in 1935, Ohio State has carried a perfect record into the Michigan game 12 times, going 8-3-1.
Some believe that it is more difficult to run the table and win every game now than ever before, due to scholarship limits, spread-the-wealth conferences and even small schools getting a chance to appear regularly on television.
Just last week many experts already had Kansas State and Oregon in the national championship game, virtually conceding that they would win the rest of their games and put up unblemished records.
Instead, they both lost, leaving No. 1 Notre Dame and fourth-ranked Ohio State as the only major unbeatens left in the country.
"You saw last week with Kansas State and Oregon that it's hard to do," first-year Buckeyes coach Urban Meyer said. "It's a credit to a bunch of players and assistant coaches who keep that focus in spite of all the distractions. It's such a credit to this team to be in the position they're in. It's hard. It's real hard."
Ohio State, of course, is trying to preserve its perfect season. But is Michigan motivated by trying to ruin it?
Marcus Ray, a former Wolverines player who is from Columbus, knows a little bit about both sides of it. He played for the last unbeaten and untied Michigan team to beat Ohio State, in 1997. Coach Lloyd Carr's team went on to win The Associated Press national championship.
Ray also played strong safety on teams that twice demolished perfect seasons by Ohio State, the Buckeyes' second-ranked squads that were 11-0 in 1995 and 10-0 a year later.
"It heightens the stakes and makes the game more entertaining to watch because it adds more fuel to the fire," Ray said of having an undefeated team in The Game. "It works against the undefeated team in a rivalry game. If you win, you were supposed to win. If you lose, your rival can say they knocked you off your high horse."
Michigan coach Brady Hoke said neither team's record matters in such an emotional game.
"It doesn't, to be honest with you," he said. "If you need anything to get amped up more for this football game, then you don't know college football and you don't understand the importance of this great rivalry."
Earle Bruce succeeded the legendary Woody Hayes as Ohio State's head coach in 1979 and guided his first team to 11 consecutive wins, including a win over Michigan, before losing the national championship by a point to Southern California in the Rose Bowl.
A team that's hoping to make a name for itself by ruining its adversary's faultless record is misguided, he said.
"If that's the case, they're doing it the wrong way, aren't they?" he said. "You do it for the good of you, not the detriment of someone else. That's not good focus."
Michigan's fifth-year senior center Elliott Mealer, an Ohio native, believes too much is made of the ancillary things off the field.
"I don't think there's any way to raise or lower the bar for this game," Mealer said. "It's always important, it's always intense."
If the rivalry takes on even more relevance for Ohio State's players this season, it's because it's their final game. NCAA sanctions for violations committed under former coach Jim Tressel include a bowl ban. So, with no chance to play in the Big Ten title game, the BCS national championship or any postseason game, there is little left except to maintain perfection.
Asked what a 12-0 mark would mean ? particularly coming on the heels of an embarrassing 6-7 record including a Michigan loss last year ? senior linebacker Etienne Sabino had difficulty answering.
"I don't know if words can (express it)," he said. "Every year you set out to win every game. That's your goal. That's the dream for every athlete in every sport. To have a chance to do that ... We're 11-0 with one game in front of us. If, at the end of this game, we can do what we're supposed to do it's going to be amazing."
It's been 33 years since Bruce's No. 2-ranked Buckeyes took on No. 13 Michigan on a bright but cold day at The Big House.
It seems like just last week to the 81-year-old, as all of the memories from that cherished 18-15 victory come flooding back. Jim Laughlin's blocked punt. Scoring a touchdown against the maize-and-blue for the first time in four years. Climbing to No. 1 in the polls. Clinching a berth in the Rose Bowl.
"Those are the things I remember," Bruce said softly.
Perhaps in time such reflections matter. Right now, for those involved, there are more fundamental things to worry about: stopping the run, no mistakes in special teams, reining in the emotion and doing your job.
"I've been coaching for a while now, and there's nothing you can control other than getting ready to go play the game," Meyer said. "You learn that along the journey. If it was the first rodeo, I'd be worried about this, worried about that.
"I am concerned, but you've got to move forward and do the best you can."

Under the takeover agreement, United Health will buy out nearly all minority shareholders and raise its stake to 90 percent of Sao Paulo-based Amil, which in addition to insurance operates hospitals.
The remaining 10 percent will be held by Amil founder and Chief Executive Edson Bueno and his partner Dulce Pugliese. Bueno has also agreed to buy $470 million of United Health shares. Bueno will continue to manage the company.

GIRONA, Spain --?As in towns across this wealthy northeastern region, the maze-like cobblestone streets of Girona's medieval quarter are fluttering with flags in favor of Catalonia's independence.
But while the separatist dream of millions has never felt so close to becoming a reality, independence fervor is now coming up against the cold, hard facts of what breaking free could mean.
For this Spanish region famed for its trading prowess might be shut out of the European Union for years, a huge hurdle to doing business with its most important trading partners.
EU officials say an independent Catalonia would face the same membership conditions of any other candidate nation.?
Catalonia holds elections on Sunday that will be seen as a test of the regional government's plans to hold a referendum on independence, and one of the key issues emerging is the theoretical place of a free Catalonia in Europe.?
A survey published by El Pais newspaper this month showed that while nearly half of Catalans support independence, the number drops to 37 percent if it means being out of the EU.?

Tough membership conditions aren't the only thing possibly standing in the way. The European Union's treaty states that each of the 27 member states can veto a candidate nation's accession, so a vengeful Spain could block Catalonia's entry.?
"Now we want to be a state inside Europe," said Josep Matamala, who helped create a banner combining a pro-EU slogan with the red-and-yellow stripes, blue triangle and white star of the "estelada" flag that symbolizes Catalonia's independence drive.?
'We trust Europe'
Catalonia's regional president Artur Mas, who is leading the independence charge, has voiced optimism ? perhaps wishful thinking ? that an independent Catalonia would be swiftly embraced into the EU fold.
In a recent speech in Brussels, he declared: "Catalonia has never in its history let Europe down, now we trust Europe will not let us down."?
Some pro-independence voters simply can't fathom being cast out of the EU. "I imagine that if faced with a majority of Catalans who vote yes for independence in a referendum, (the EU) wouldn't be able to turn its back on us," said 35-year-old Girona music teacher Merce Escarra.?
In 2010, Escarra was featured in the local press when she was asked by the owner of the building where she lives to remove the "estelada" flag from her balcony. "I said I had a legitimate right to protest and left it up, and it has been there ever since," she said.?
Two years later it is difficult to find a building in Girona that isn't bedecked with the red-and-yellow Catalan flag or the pro-independence "estelada."?
"Now there has been a boom in the pro-independence movement," Escarra said.
Money, neglect and language
Her reasons for wanting independence are representative of millions of Catalans: The region pays more than it receives back in taxes; its infrastructure has been neglected by the central government; and independence would ensure the survival of the Catalan language.?
While most of Catalonia's business community is taking a wait-and-see attitude, Jose Manuel Lara, the president of media giant Planeta, said he would move his company from Barcelona to Spain if Catalonia went independent, in order to remain based in the EU.?
Ramon Tremosa, a European parliament member from Mas' pro-independence party, said that Catalonia's fate would hinge on pressure being applied on Spain by other European powers and the multinational companies established in Catalonia, which would be anxious for a quick return to business as usual.?
"I can't imagine the 4,000 multinationals (in Catalonia) allowing themselves to be expelled from the EU, from the euro and the free movement of goods and capital, it's not realistic," Tremosa told The Associated Press. "Spain would not be able to stop it because it is heading toward a bailout."?
European law experts were uncertain about how quickly an independent Catalonia could join the EU.
Nicolas Zambrana, professor of international law at the University of Navarra, was pessimistic. "Spain would be in a good position to prevent Catalonia from returning to the EU," he said.?
And the idea of a fledgling Catalan state left out in the European cold is giving some independence supporters second thoughts.?
"It worries me," said Monica Casares, a 41-year-old mother of two who lives just north of Barcelona. "Taking into account that we would face a Spanish boycott on Catalan products for sure, and that we would also have to pay more on exports, we would have a big problem."?
